The Service Committee shall, upon application, be empowered to serve lots, lands, buildings or premises outside the limits of the Municipality where such service is desired by the owner of such lots, lands, buildings or premises, who shall connect to the sewerage system of the Municipality at his own expense; and further, such connecting sewers and other works installed by such persons shall be built to specifications as provided by the Municipality and shall be in conformity with all laws, regulations and specifications as may be promulgated by the Municipality, County, State or other governmental agencies having authority.
