The same person may be appointed and serve as the Director of Service and the Director of Safety, in which case said person shall exercise the powers, duties, and functions of both directors under the title of Director of Safety and Service and same dual service shall be deemed to not be in conflict with any prohibition of dual service as otherwise recited herein.
Nothing shall preclude the Council from and after the creation of Directorships of the Departments of Safety and or Service from reversing said decision and returning to Committees of Safety and/or Service for the provision of these duties as provided for herein.
