(a) The Superintendent shall make and enforce rules and regulations subject to approval of Council and/or the Service Committee as they may require, establishing the types and characteristics of sanitary sewage and industrial wastes and other matters not specifically covered in this chapter which shall not be discharged into the public sewer system, and the types and characteristics of sanitary sewage and industrial wastes admissible to the public sewer system only after pretreatment. Such rules and regulations shall be subject to appeal to Council which shall appoint three reputable and certified persons to investigate the appeal and agree to affirm or reject the ruling of the Superintendent.
(b) The Superintendent and other duly authorized employees of the Municipality bearing proper credentials and identification shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling and testing, in accordance with the provisions of this chapter.
