The Water Department upon application by the property owner for service, shall furnish to the plumber designated a corporation cock, curb or stop cock and curb box, at actual cost plus applicable percent of mark up. Once the property owners have made the proper excavation around the main, the Department shall tap such main and insert the corporation cock according to the schedule below, plus time and material, and labor at the prevailing rate, but the cost of obtaining the permit, cutting and restoring the pavement shall be done at the expense of the property owner, who shall during the time the tapping is being done maintain the excavation dry and otherwise suitable for such work.
