(a) Any person desiring to make a sewer or water tap in the City shall make application and permission shall be granted for the tap by the Superintendent of Service or his designated representative.
(b) The Water Billing Department is hereby authorized and instructed to bill the rates set forth herein for a water tap or sewer tap.
