931.09 TURNING WATER OFF OR ON.
   Turning water on for testing purposes shall be permitted, subject to the supervision of a representative of the Water Department. Plumbers shall not under any circumstances, turn water on at the curb cock without permission from the Water Department, or allow the water supply to remain turned on in any premises in which the plumbing has just been completed. Upon completion of the plumbing, the owner shall make application to the Water Department office to have the water turned on in the premises. A representative of the Water Department shall then turn the water on and all water passing through the meter after this time shall be charged to the owner or occupant of the premises.
