931.05 METER READING AND BILLING.
   (a)   Meters shall be read and bills rendered monthly or quarterly at the Water Department's option, all bills being payable at the Water Department's office. If the meter is found stopped, the bill shall be estimated from similar preceding periods. All bills to consumers shall be due and payable ten days after the date of being rendered. If a bill remains unpaid thirty days after the date of being rendered, service shall be discontinued, and when discontinued for nonpayment a charge as described in Section 933.11 shall be made before service is restored.
   (b)   Owners of property shall be held responsible for water used in their premises, but payments shall be accepted from tenants. In case the tenants do not pay in accordance with the rules and regulations of the Water Department, water shall not be supplied to the property. All unpaid accounts for water shall be certified to the County Auditor for collection with general taxes in accordance with the laws of the State.
   (c)   Should any consumer of the Water Department, at any time within twelve months from the date of the last test made of the meter measuring water delivered to the premises, doubt the correctness of the meter measuring his service, he may, on application to the Water Department and making deposit as set forth in the schedule below to defray the cost, have such meter tested and should such test show the meter in question to be correct within five percent, the consumer shall bear the cost of such test. On the other hand, should the test show the meter to be registering incorrectly beyond five percent of the accurate amount, such deposit shall be refunded and the account adjusted accordingly, and the entire cost of the test shall be assumed by the Water Department. Deposits required with request for meter tests shall be as follows:
