(a) Where meters are set within the building, they shall be placed near the stop and waste cock on the building side of the same and where meters are housed in meter boxes a valve or stop and waste cock must intervene between the meter and the Water Department's main.
(b) Each consumer shall be supplied through a separate meter, except, however, in the case of property classified in subsections (d) and (e) of Section 931.02, should the landlord or owner desire that the Water Department deal with the tenant, he must first provide the means of supplying, controlling the supply and housing the metering device for each tenant. The controlling device shall be outside of the building and the measuring device or meter shall be properly and conveniently housed either outside or within the building.
(c) The consumer must provide suitable housing facilities for the meter, and become responsible for any damage to the same through extreme heat or cold or accidents, otherwise the Water Department shall maintain and keep the meter in repair and adjustment.
In case no suitable housing is to be had in the cellar or basement or about the premises, the owner of the premises shall be required to furnish an approved meter housing in a parkway, terrace or sidewalk of the premises, which the Water Department shall install at a uniform price of twenty-five dollars ($25.00) but parties desiring to furnish these housings shall be given the option of having the same installed by outside parties, provided such installation is made in a manner approved by the Water Department’s representative. No plumber, nor any other than an authorized agent of the Water Department shall at any time be allowed to repair, remove or replace a meter. Any expenses incurred in repairs to meters damaged through extreme heat or cold or accidents shall be charged to the consumer or property owner at actual cost. If the Water Department finds that a meter seal has been broken or any bypass inserted and there is evidence that the meter has been tampered with, the water shall be shut off and shall not be turned on again until the consumer or owner of the premises pays for the estimated quantity of water which has been used and not registered.
