(a) For the safe, economical and efficient management and protection of the municipal water works and for the purpose of paying the expenses of conducting and managing the same and making necessary additions, extensions and repairs thereto, Council adopts the following rules and regulations.
(b) Water is furnished subject to these rules and regulations and any contract entered into by the users of the municipal water and the Water Department shall be in accordance with such rules and made a part of such contract or agreement.
(c) The right is reserved to alter and amend these rules and regulations as the need may arise.
