(a) All persons including developers of subdivisions are required to apply on any new street two seven-inch courses of suitable stone aggregate rolled and double sealed and chipped or a combination of two courses of aggregate and suitable underdrains as approved by the Superintendent of Service, prior to construction.
(b) It is necessary to install drive-way culverts, sufficient storm drains and prepare and grade berms to comply with such requirements of the City Superintendent of Service.
(c) It is necessary to have the funds to complete such street and before anyone can secure a building permit on such street or before any lots can be sold, the double seal and chip shall be placed or the money shall be put in escrow with the City that would equal the amount of this installation.
