Every sidewalk, curbing, gutter, culvert or sluice box within the City shall conform to and be in accordance with the plans and specifications, and in the manner and of the materials as provided by the Codified Ordinances or other ordinances of the City, and upon the established grades and under the supervision as provided by the Office of the City Engineer or Superintendent of Service or other authorized agent of the City.
