In addition to the specifications hereinbefore set forth, the City Engineer, Superintendent of Service, Service Committee or other authorized agent of Council is authorized and directed to establish such rules and regulations governing the mixing of concrete, the condition of subgrade, the types of forms to be used and the method of laying, finishing and curing of the concrete. Such rules and regulations and any order of the properly authorized agent of the City shall have the same force and effect as duly enacted legislation. Any violation of such rules and regulations or any order of the City Engineer, Superintendent of Service, Service Committee or other duly authorized agent shall be punishable as provided in Section 903.99.
