Upon receipt of an application for a license, accompanied by the proper fee, if a fee is required, and if approval by another officer or department is not required, the Office of the Mayor or other duly authorized issuing authority, shall forthwith deposit the fee, if a fee is required, in the General Fund and issue to the applicant a proper license signed by the Mayor or other duly authorized issuing authority. If for any reason the license is not issued, the aforesaid deposit, if any, less one dollar ($1.00) to cover the cost of considering such application shall be returned to the applicant.
