(a) The provisions of this chapter apply, in general, to all other chapters of this Part Seven - Business Regulation Code and, where applicable, to any other provision of these Codified Ordinances.
(b) In the event of any conflict between any provision of this chapter and any provision of any other chapter of these Codified Ordinances, the provision of the other chapter shall prevail, it being the purpose of this chapter to provide coverage only in those areas not covered by other chapters.
