(A) Participating members of a voluntary fire company as that term is defined in Section 1031(f) (4) of the Act, 77 P.S. §1031(f)(4), shall be considered “Employees” for purposes of coverage under the Act.
(B) The necessary operational support provided by participating members shall include the following activities including travel to the event or traveling first to the fire company and then proceeding to the event, and on return, traveling to the fire company and/or directly returning to the active participant's home, place of business, or other place where he or she shall have been before engaging in the activity:
(1) While participating in events at the request of the township to offer community support, outreach services, or standby services at various properties owned by the township such as, including but not limited to, its parks, the township municipal building, township maintenance properties and open space; and
(2) While participating in community public outreach services to increase fire company visibility and relevance to area residents such as, including but not limited to, Community Day, Easter Bunny Photo-Ops and visits, Santa Claus visits and other holiday events, including while the vehicles are in operation, alighting to or from the vehicle(s) or persons visits off vehicle(s); and
(3) While participating in those activities that promote the public's health and safety, such as, including but not limited to, the annual Open House during Fire Prevention Week and visiting local schools and daycare facilities to educate students and adults regarding public safety; and
(4) While participating in those activities related to purchasing apparatus and equipment such as, including but not limited to, investigating equipment at the Pennsylvania Fire Expo, manufacturers' sites, and equipment sales sites; and
(5) While participating in activities related to the role of the Chaplain for the fire company, such as, including but not limited to, providing aid, comfort, grief counseling and spiritual support for fire company members and those affected by an emergency crisis; and
(6) While cleaning the fire company hall for rental parties; and
(7) While transporting fire company apparatus/vehicles to and from repair facilities and while at the repair facility; and
(8) While engaged in fundraising activities for the fire company such as, including but not limited to, drawings, shoots, dinners, breakfasts (including set up and break down), ceremonial events (including set up and break down) such as the annual banquet, Christmas party and awards ceremony, auctions and hall rentals; and
(9) While participating at the special request of area organizations or initiated by the fire company, those myriad of activities typically associated with fire company non-emergency duties and activities such as, including bot not limited to parades, funerals or viewing processions, public displays of fire company equipment and apparatus, and Christmas tree lighting; and
(10) While participating in training or education programs sponsored by the fire company or governmental entity; and
(11) While attending meetings relating to any function of the fire company, wherever such meetings are located, such as, including but not limited to, fire company meetings, municipal government meetings, relief association meetings and County Chief meetings.
