Within 30 days of its creation and appointment of all members, the OSC shall meet and elect a Chairperson, Vice-Chairperson and Secretary, each of whom shall be elected by a majority vote of the OSC members present at the meeting. Thereafter, the OSC shall meet each January and elect officers by a majority vote of the OSC members present at the meeting. The OSC shall meet at such additional times as shall be determined by the Chairperson, but not less than a total of four times annually. All meetings of the OSC shall be lawfully advertised and open to the public, except for authorized meetings which may occur in executive session under applicable law. The OSC shall keep written minutes of its meetings, and shall deliver a written annual report including a record of its meetings and activities to the Board for consideration at its reorganization meeting in January of each year.
