§ 151.021 ISSUANCE OF BUILDING PERMITS.
   (A)   The Zoning Officer and Building Code Official shall issue a building permit only after it has been determined that the proposed work to be undertaken will be in conformance with the requirements of this and all other applicable codes and ordinances of this township.
   (B)   Prior to the issuance of any building permit, the Zoning Officer and Building Code Official shall review the application for the permit to determine if all other necessary governmental permits required by state and federal laws have been obtained, such as those required by Act 537, the Pennsylvania Sewage Facilities Act, being 35 P.S. §§ 750.1 et seq.; the Pennsylvania Dam Safety and Encroachment Act, 32 P.S. §§ 693.1 et seq.; the U.S. Clean Water Act, § 404, 33 U.S.C. § 1134; and the Pennsylvania Clean Streams Act, 35 P.S. §§ 693.1 et seq. No permit shall be issued until this determination has been made.
   (C)   (1)   No encroachment, alteration or improvement of any kind shall be made to any watercourse until all adjacent municipalities which may be affected by such action have been notified by the township and until all required permits or approvals have been first obtained from the Department of Environmental Protection, Regional Office, Wilkes-Barre.
      (2)   In addition, the Federal Insurance Administration, FEMA and the Pennsylvania Department of Community and Economic Development shall be notified by the township prior to any alteration or relocation of any watercourse.
