Persons owning, leasing or having control of junkyards existing at the time of passage of this chapter shall not be required to make application for a license for any period prior to the April 1 following the passage of this chapter, but shall register such junkyard with the Board of Supervisors or its agent upon the effective date of the chapter. Existing junk dealers shall have eight months from the effective date of this chapter to comply with all the standards and requirements as set forth under § 112.04.
