§ 30.20 SPECIFIC POWERS AND DUTIES.
   In addition to the general duties and powers set forth above, the Township Manager shall have the following specific duties and powers:
   (A)   To oversee the daily affairs of the township through management of all township employees and appointees, including, but not limited to, administrative and clerical staff, road maintenance crews, codes enforcement officials (if separate), zoning officers (if separate), building inspectors and all other inspectors and/or departments as may be established in the future by the Supervisors;
   (B)   To issue all work rules and disciplinary notices after review by, and on behalf of, the Supervisors;
   (C)   To make recommendations concerning the hiring, promotion and/or disciplining of any employee(s) under his or her jurisdiction to the Supervisors;
   (D)   To assign tasks, duties and responsibilities to any employee under his or her jurisdiction, with the understanding that the overall responsibility for the proper execution of such duties remains exclusively with the Township Manager;
   (E)   To plan, initiate, supervise, complete, cost and document all projects and activities as assigned by the Supervisors, and ensure that all planning activities under his or her jurisdiction are accomplished in a timely and orderly manner;
   (F)   To review all proposed contracts involving the township for technical accuracy and recommend action on those contracts to the Supervisors, subject to review by the Township Solicitor;
   (G)   To exercise general purchasing authority on behalf of the township, except as otherwise specifically required by law, subject to limits established by the Supervisors;
   (H)   To make all purchases of supplies, materials and equipment authorized by the Supervisors subject to the manner prescribed by, and the limitations imposed by, the law; however, no purchase shall be made or obligation incurred except upon authorization of the Supervisors and no expense or obligation incurred except for the purpose for which it was intended;
   (I)   To maintain accurate inventory control of all consumable items;
   (J)   To collect preliminary budgets from all departments under his or her jurisdiction, and submit them to the Township Secretary/Treasurer for inclusion in the preliminary budget for subsequent review and final approval by the Supervisors;
   (K)   To request periodic status reports from the Township Secretary/Treasurer as may be required by the Township Manager;
   (L)   To investigate and detail explanations of any major variations from the budget to the Township Secretary/Treasurer and the Board of Supervisors;
   (M)   To maintain a current inventory listing of all real property of the township, including, but not limited to, its history, location, status and expenses accrued;
   (N)   To exercise responsibility for the care and custody of all such real property, unless that property is assigned to another official or employee;
   (O)   To oversee the collection of information for newsletters, welcome packages, grant requests and the like, and to publish such information;
   (P)   To prepare such reports as may be requested by the Supervisors; and
   (Q)   To perform all such tasks as may be necessary so that the township will function efficiently on a daily basis.
