SCHEDULE III. SNOW EMERGENCY PARKING.
   (A)   The Board of Supervisors has been apprised of parking situations in and along David Drive which have had an adverse effect on the safety and well-being of motorists and emergency vehicles using said road.
   (B)   The Board of Supervisors has conducted an extensive investigation of the area in question to ascertain whether there has been a safety factor involved in the subject area.
   (C)   The Board Of Supervisors, after study and review, has concluded that preventative action is necessary because the parking of vehicles in and along portions of David Drive unduly interferes with the free movement of traffic and emergency vehicles and the parking of vehicles along all of David Drive in snow emergencies unduly interferes with the free movement of traffic, snow plows and emergency vehicles.
   (D)   It shall be unlawful to park motor vehicles on David Drive in the areas highlighted on the map in Exhibit A.
   (E)   David Drive is hereby declared to be a snow emergency route. No parking shall be permitted on David Drive during any snow emergency as declared by the Township Manager, Superintendent of Roads and/or the Board of Supervisors.
   (F)   Appropriate signage and/or markers shall be erected to serve as public notice of the no parking and snow emergency route no parking prohibition.
   (G)   Any person who shall violate division (D) or (E) above shall, upon conviction, be sentenced to pay a fine not exceeding $15, together with the costs of prosecution, and in default of payment, shall be committed to the county prison for a term not exceeding five days. Each day’s continuance of this offense shall constitute a new offense.
   (H)   In addition to the above penalties, the township, through its supervisors, agents and representatives, including the state police, shall have the right to tow and remove violating motor vehicles from the prohibited parking area, with the cost of the towing and removal being sustained and paid for by the owner or owners of such motor vehicles.
   (I)   The provisions of this schedule shall be severable and if any of its provisions shall be held to be unconstitutional, illegal or invalid, such decisions shall not affect the validity of any of the remaining provisions of this schedule.
   (J)   This schedule shall become effective immediately upon installation of the no parking signs.
