Any owner or developer, who violates or permits the violation of § 54.01 shall be guilty of a summary offense, and be sentenced to a term of imprisonment which shall be fixed at not more than 90 days, be fined up to a maximum of $1,000, be directed to make restitution to the township for all reasonable attorney fees, expenses and other costs of investigation as a result of the prosecution, and be responsible for all costs of prosecution.
