Required contributions may be reduced or eliminated provided that all four of the following conditions are met:
A. A current actuarial study indicates that the condition of the pension plan is such that the pension fund remains actuarially sound without the reduced or eliminated required contributions.
B. An appropriation by the township will not be required to keep the pension fund actuarially sound.
C. The Board of Commissioners authorizes by ordinance or resolution, on an annual basis, any reduction or elimination of required contribution.
D. The reduction or elimination of required contributions will not cause an actuarial reduction in normal retirement benefits.
