plan or survey drawn to scale and prepared by a registered engineer or land surveyor is required for every appeal to the Zoning Hearing Board seeking a variance, a

, or where there is no readily available method to determine where the property boundary is, or where the Director of Code Enforcement otherwise deems it necessary to determine if the proposed application is in compliance with the Code.
