§ 212-54.   Fees and costs.

   A.   No application shall be approved until the application fees, escrow funds, outfall sewer contribution and bonds required under this article shall have been paid or furnished the Township. Application fees and costs provided for herein shall not be refundable. The escrow funds and bonds required to be furnished shall be furnished at the time the application for is submitted for approval.
   B.   Application fees for shall be paid to the Township in accordance with a fee schedule set forth by the Board of Commissioners.
      (1)    . If no fee has been paid, the fee will be charged at the time of submission.

   C.   Escrow funds. The shall be required to reimburse the Township for professional fees and other costs incurred in reviewing the and/or processing the application and to furnish and maintain a cash escrow fund sufficient for this purpose. The amount of the escrow fund will be initially determined and thereafter it will be supplemented according to a schedule set forth in § 110-13 of this Code. Upon completion of the review, whether the application is approved or rejected, any moneys not expended in the review shall be refunded to the . In addition to any legal or equitable remedy, the Township reserves the right to decline the issuance of permits, to suspend any permits previously issued and to withhold any   releases until receipt of payment if a written statement for a subsequent escrow deposit or a written statement for the payment of charges remains unpaid for 20 days. The professional fees and costs for which the is responsible and for which the escrow fund is chargeable include: [Amended 11-12-2002 by Ord. No. 1096]
      (1)   Professional services: all services pertaining to the processing of the application, and related documents, including any hearings required by the application, rendered by the Township , Township Solicitor, Traffic , Landscape Architect, Lighting Consultant, Environmental Consultant, Structural Consultant and/or other professionals whose advice the Township deems to be necessary in order to properly and fully review the submitted.
      (2)   Material and facilities tests: the actual cost of all , water and/or material tests.
      (3)   Inspection: the cost of inspection by Township personnel at a rate per hour determined by the Township Manager on an annual basis.
      (4)   Public hearings and advertising, if required.
      (5)   Dedication: legal fees, advertising and other costs involved in the dedication of , and public to the Township.
      (6)   Recording: actual costs of recording.
      (7)   Additional costs: additional costs incurred by the Township in completing project following the default of the to the extent security supplied by the is inadequate. 39
   D.    contribution. There shall be paid to the Township as contribution for the purchase and maintenance of , parks and recreation areas a fee in accordance with a fee schedule set forth in Chapter 110, Fees. 40
