The provisions of this chapter shall be held to be minimum requirements for the promotion of the above purposes. Where the provisions of this chapter impose greater restrictions than those of any other ordinances or regulations or resolution, the provisions of this chapter shall be controlling. Where the provisions of any other ordinance, regulation or resolution impose greater restrictions than this chapter, the provisions of such other ordinance, regulation or resolution shall be controlling.
