Property owners and their contractors or agents shall protect the public by proper guards and lights against any danger or injury while the highway is open in the work of placing or replacing of sidewalk, curb and gutter or any matter pertaining thereto, including the guarding against injury by materials that may be placed in the highway for that purpose.
