Before any construction or reconstruction of any curbs or sidewalks shall be begun, a permit must be obtained by the property owner or his agent from the Township Engineering Department, and the said permit shall be issued without cost; the applicant shall state the following:
A. The actual owner of the real estate.
B. The number of feet to be constructed or reconstructed.
C. The name of the contractor.
D. The location of the sidewalk relative to the curb and property line.
