§ 180-6.   Certification of zoning classification, use, and code compliance.
In Upper Dublin Township, it shall be unlawful for any owner to transfer his property, or any interest therein, unless the owner shall first deliver to the purchaser at or prior to the date of settlement or transfer the following certifications, each of which must be dated within 90 days of the transfer, signed by the owner and purchaser, or their agents, and a copy filed with the Township within 7 days after the transfer:
   A.   Zoning and use classification. Upon application, the Township Zoning Officer shall certify the zoning classification of the property to be sold and whether the use of the property as represented by the applicant conforms to Township Code.
      (1)   Application for certification statement. The application for certification statement shall be made on forms provided by the Township and shall set forth such information as the Zoning Officer may require including the following: the address of the property; the name and address of the current owners and proposed purchasers, if known, together with their authorized agents, if any; a complete statement of the current use or uses to which the property is being put.
   B.   Sidewalk certificate of good repair. Upon application, the Director of Code Enforcement shall determine whether the sidewalks adjacent to a property are in good repair as required by Chapter 207 of the Township Code.
      (1)   The Director shall issue a certification if the sidewalks are in good repair.
      (2)   If the sidewalks are not in good repair, the Director shall issue a report within five business days of the inspection that clearly identifies the Township Code violations and the remedial action required for compliance. Upon correction of all violations so that the sidewalks are in good repair, the applicant shall notify the Director, in writing, for a re-inspection to be conducted within five days from such notification.
   C.   Smoke detectors. The owner shall certify that smoke detectors have been installed and are functioning properly as required by Chapters 57 and 73 of the Township Code and the Pennsylvania Construction Code Act and Uniform Construction Code.
   D.   Building numbers. The owner shall certify that building numbers have been conspicuously posted in such manner that they are visible and legible from the street as required by Chapter 76 of the Township Code.
   E.   Sumps and drains. The owner shall certify that all sumps and drains on the property are installed and properly functioning as required by Chapter 206, Chapter 207, and Chapter 218 of the Township Code.
