§ 135-2.   Operation requirements.
Before a license shall be issued, the applicant must conform to the following requirements:
   A.   The junkyard, salvage yard or other place used and maintained for the collection, storage and disposal of used and secondhand goods and materials shall be confined to an area enclosed or surrounded by a tightly built fence made of stone, brick, cement or cinder block, wood, meshed wire or other similar matter or materials and shall be constructed of height and in a manner that would not permit easy access over the same by animals or persons.
   B.   No advertising of any nature shall be displayed on the enclosure fence or wall.
   C.   The business shall be conducted in such a way as to discourage the harboring of rats, skunks, the breeding of mosquitoes and other animals or insects.
   D.   The area within which the junkyard, salvage yard or other place used and maintained for collection, storage and disposal of used and secondhand goods and materials shall, in addition to the other requirements as set forth in this chapter, be as follows:
      (1)   It shall not exceed sixty percent (60%) of the lot area as defined by Chapter 255, Zoning.
      (2)   It shall not exceed two (2) acres in size.
      (3)   It shall be confined to one (1) area on the lot.
