§ 110-3.   Building construction.

   A.   Applicants for permits to be issued under Chapter 73, Building Construction—Uniform Construction Code, shall pay to the Township at the time of application the fees prescribed in this section. [Amended 1-12-2010 by Ord. No. 10-1226]
      (1)   New construction.
         (a)   Permit fees for new single-family and two-family dwellings, townhouses, and buildings accessory thereto shall be as follows: [Amended 1-12-2010 by Ord. No. 10-1226]
            [1]   The floor area of any proposed building referred to in this subparagraph shall be computed from the plans submitted at the time application is made for a permit by taking the sum of the gross floor area of each building level, excluding unfinished basements and unfinished attics, as determined from the exterior perimeter dimensions of each building level. For the first 1,500 square feet, including attached garages and excluding areas of crawl space, basements and attic space under six feet in height, the basic fee is $400. For accessory buildings and detached garages, the basic fee is $350. [Amended 5- 13-2014 by Ord. No. 14-1289]
            [2]   Where the total floor area of each unit is more than 1,500 square feet: an additional fee of $150 for each additional 500 square feet, or fraction thereof over 1,500 square feet. [Amended 1-12-2010 by Ord. No. 10-1226]
            [3]   For new single-family and two-family dwellings, and townhouses a plan review fee of$100 for the first review, with a minimum $50 fee in the event the permit is withdrawn; $50 for each resubmission; $100 fee for all plan resubmissions after the permit is issued.          (b)   Permit fees for the construction of multiple dwelling unit structures, such as apartments, dormitories, rooming houses and boardinghouses and buildings accessory thereto shall be as follows:
            [1]   For each dwelling unit: $200.
            [2]   Buildings accessory to a multiple dwelling unit structure shall be charged in the same manner as the charge for new single-family and two-family dwellings.
            [3]   A plan review fee of; $250 for the first review, with a minimum of $100 in the event the permit is withdrawn; $100 for each resubmission; $250 for all plan resubmissions after the permit is issued. [Added 5-13-2014 by Ord. No. 14-1289; Amended 2-13-2018 by Ord. No. 18-1340, §2]
         (c)   Permit fees for assisted living facilities, skilled nursing care facilities, hotels and similar construction shall be computed in the same manner as provided above in Subsection A(1)(b).
         (d)   Permit fees for all nonresidential construction shall be as follows:
            [1]   The floor area of any proposed building referred to in this subparagraph shall be computed from the plans submitted at the time application is made for a permit by totaling the area determined from outside building exterior perimeter dimensions at ten-foot intervals from the basement level to the mean roof elevation or top of wall, whichever is higher, or the uppermost level. For each 1,000 square feet of floor area or fraction thereof: $400. [Amended 1-12-2010 by Ord. No. 10-1226]
            [2]   A plan review fee of $250 for the first review, with a minimum of $100 in the event the permit is withdrawn; $100 for each resubmission; $250 for all plan resubmissions after the permit is issued. [ Added 2-13-2018 by Ord. No. 18-1340, §2]
      (2)   Alterations, residential additions, repairs, demolition and installation of permanent equipment.
         (a)   Permit fees for residential additions shall be as follows:
            [1]   The floor area of any proposed residential addition referred to in this subparagraph shall be computed from the plans submitted at the time application is made for a permit by taking the sum of the gross floor area of each building level, excluding unfinished basements and unfinished attics, as determined from the exterior perimeter dimensions of each building level. For each 500 square feet or fraction thereof, including attached garages and excluding areas of crawl space, basements and attic space under six feet in height: $500.

         (b)   Permit fees for nonresidential additions shall be as follows:
            [1]   The floor area of any proposed nonresidential addition referred to in this subsection shall be computed from the plans submitted at the time applica tion is made for a permit by taking the sum of the gross floor area of each building level, excluding unfinished basements and unfinished attics, as determined from the exterior perimeter dimensions of each building level. For each 1,000 square feet, including attached garages and excluding areas of crawl space, basements and attic space under six feet in height: $425.

            [2]   A plan review fee of $250 for the first review, with a minimum of $100 in the event the permit is withdrawn; $100 for each resubmission; $250 for all plan resubmissions after the permit is issued. [ Added 2-13-2018 by Ord. No. 18-1340, §2]
         (c)   Permit fees for the alteration or repair of a residential building, the installation of permanent equipment therein, and the repair of miscellaneous structures accessory thereto, shall be as follows: [Amended 1-12-2010 by Ord. No. 10-1226]
            [1]   The floor area of any proposed alteration, repair or equipment installation referred to in this subsection, excluding direct replacement of cabinets and countertops in kitchen and bathrooms where no walls are being altered, removed, or added, and all plumbing fixtures remain in same location, shall be computed from the plans submitted at the time application is made for a permit and determining the sum of the gross floor area of each building, room or space to be altered, repaired or improved with equipment.
               a.   The fee for the first 1,500 square feet, including attached garages, is $375; plus
               b.   A plan review fee of $100 for the first review, with a minimum of $50 in the event the permit is withdrawn; $50 for each resubmission; $100 for all plan resubmissions after the permit is issued.
            [2]   For each alteration or repair, excluding direct replacement of cabinets and countertops in kitchens and bathrooms where no walls are being altered, removed, or added, and all plumbing fixtures remain in same location, where the total floor area is more than 1,500 square feet:
               a.   An additional fee of $100 for each additional 500 square feet, or fraction thereof over 1,500 square feet; plus
               b.   A plan review fee of $100 for the first review, with a minimum of $50 in the event the permit is withdrawn; $50 for each resubmission; $100 for all plan resubmissions after the permit is issued.

            [3]   Where residential kitchen and bathroom remodels are proposed in which cabinets and countertops are being replaced in exact location as existing and no walls are being altered, removed, or added, and all plumbing fixtures remain in same location:
               a.   The fee for each area of renovation will be $200

            [5]   The fee for roofing or reroofing shall be $25 for the first $1,000 of the estimated cost plus $10 for each additional $1,000 or fraction thereof. [Added 5-13-2014 by Ord. No. 14-1289; Amended 6-15-2021 by Ord. No. 21-1370, § 1]
         (d)   Permit fees for the alteration or repair of a nonresidential building and the installation of permanent equipment therein and the repair of miscellaneous structures accessory thereto, shall be as follows:
            [1]   The floor area of any proposed building referred to in this subparagraph shall be computed from the plans submitted at the time application is made for a permit and determining the sum of the gross floor area of each building room or space to be altered, repaired, or improved with equipment.
            [2]   The fee for miscellaneous alterations shall be $25 for each $1,000 of the estimated cost.

            [3]   The fee for each 1,000 square feet of floor area or fraction thereof is $850; plus
               a.   A plan review fee of $250 for the first review, with a minimum of $100 in the event the permit is withdrawn; $100 for each resubmission; $250 for all plan resubmissions after the permit is issued.

         (e)   Permit fees for the demolition of a residential or nonresidential building shall be as follows:
            [1]   Demolition/razing of a residential building: $400.
            [2]   Demolition/razing of a commercial building: $100 per $1,000 of estimated cost or fraction thereof.
            [3]   Any proposed residential interior demolition: $100.
            [4]   Any proposed nonresidential interior demolition: $100 per $1,000 of estimated cost or fraction thereof.

         (f)   Permit fees for erection of swimming pools, retaining walls, utility sheds over 120 square feet, temporary trailers, and other structures of a similar nonresidential character shall be as follows:
            [1]   Swimming pools and retaining walls if the height of the wall at any point is greater than four feet: $25/$1,000 of estimated construction cost or fraction thereof.
            [2]   Temporary Trailers: $50 each.
            [3]   New fences and replacement of a fence structure: $50.
            [4]   Utility sheds over 120 square feet: $25 for each $1,000 of estimated construction cost or fraction thereof.

      (3)   Accessibility compliance. An additional charge to review building plans for accessibility compliance shall be made, except in those instances where the plans are for a single- family dwelling or an accessory structure, according to the following schedule:
         (a)   Residential structures: $50.
         (b)   Nonresidential structures: $100.
      (4)   (4)   Heating and air-conditioning equipment and fuel appliances. Permit fees for the installation, conversion or replacement of heating and air-conditioning equipment and fuel appliances shall be as follows:
         (a)   For each $1,000 or fraction thereof of estimated cost: a fee of $25.

      (5)   Renewal permits.
         (a)   On all original permits: $25.
         (b)   [Reserved].
         (c)   Renewal permits shall be valid not more than six months.

      (7)   Signs.
         (a)   Display and free standing signs. The permit fee for display and free standing signs shall be $25 for each $1,000 of estimated cost or fraction thereof.
         (b)   Real estate signs in nonresidential zoning districts. the permit fee for a real estate sign shall be $50, to be renewed every six months. [Amended 1-12-2010 by Ord. No. 10-1226; 2-13-2018 by Ord. No. 18-1340, §2; 8-13-2019 by Ord. No. 19-1355, § 4]
      (8)   Roadside stands. The fee shall be $25. [Amended 1-12-2010 by Ord. No. 10-1226; 2-13-2018 by Ord. No. 18-1340, §2]
      (9)   Occupancy permit.
         (a)   For residential permits the fee shall be $80.
         (b)   For commercial permits the fee shall be $100. [Amended 1-12-2010 by Ord. No. 10-1226]
      (10)   Electrical wiring and equipment permit.
         (a)   For each $1,000 or fraction thereof of the estimated cost: a fee of $25.

      (11)   Fire sprinklers.
         (a)   For the review of nonresidential sprinkler plans and permit, the fee shall be $75 for the first $1,000 or fraction thereof of the estimated cost plus $10 for each additional $1,000 or fraction thereof of the estimated cost.
         (b)   For the review of residential sprinkler plans and permit, the fee shall be $75 for each review plus the third party review fee.

      (12)   Fire suppression systems.
         (a)   For plan review and permit, the fee shall be $75 for the first $1,000 or fraction thereof of the estimated cost plus $10 for each additional $1,000 or fraction thereof of the estimated cost.

      (13)   Fire Alarms.
         (a)   For the review of nonresidential fire alarm plans, together with registration and permit, the fee shall be $75 for the first $1,000 or fraction thereof of the estimated cost plus $10 for each additional $1,000 or fraction thereof of the estimated cost.
         (b)   For the review of residential fire alarm plans, together with registration and permit, the fee shall be $25 for each $1,000 or fraction thereof of the estimated cost.

      (14)   Fuel and oil storage tanks and gasoline pumps. Permit fees for the installation of fuel storage tanks of every description and gasoline pumps shall be as follows:
         (a)   For fuel and oil storage tanks of every description: a fee of $75
         (b)   For each gasoline pump proposed to be installed: a fee of $ 15.

      (15)   Consulting services by the Fire Marshal, including extensive technical review, research or specification review, shall be billed on a time and material basis at the rate of $100 per hour. [Added 9-14-2004 by Ord. No. 1143]
      (16)   In all cases the fee for a permit includes intermediate and final inspections to determine compliance with Township Codes. If additional inspections are required because upon initial inspection the work does not comply with Township Codes, a re-inspection fee of $50 may be charged for each additional inspection required, payable in advance of the reinspection. This fee may also be charged where the contractor fails to appear for a scheduled inspection. [Amended 2-8-2011 by Ord. No. 11-1237]
      (17)   The Township will endeavor to review plans and issue permits within the time limits mandated by the Uniform Construction Code. Where expedited plan review is requested, a surcharge of 30% of the permit fee otherwise payable will be charged, in which case the Township will review plans for residential development within 10 business days of presentation and will review plans for all other development within 20 business days of presentation.       (18)   The fee for a blasting permit shall be$250. [Added 1-12-2010 by Ord. No. 10-1226; 2-13-2018 by Ord. No. 18-1340, §2]
      (19)   The fee for a fireworks display/performance permit shall be $250 plus payment of a $250 standby fee to be remitted to the Fort Washington Fire Company.
      (20)   Fire protection stand that offers for sale any: explosives, fireworks or pyrotechnic special effects, a fee of $250.
      (21)   Membrane structures/tents, a fee of $75.

   B.   The Building Inspector shall keep an accurate account of all fees collected for the building permits, and such fees collected by him shall be deposited at least monthly in the Municipal Treasury or otherwise disposed of as required by law.
