A. Payment of fees. A permit shall not be valid until the fees prescribed by law have been paid, nor shall an amendment to a permit be released until the additional fee, if any, has been paid.
B. Schedule of fees. Applicants for permits under the Code shall pay to the Township at the time of application the fees, escrows, and deposits set forth on the then-current fee schedule which shall have been adopted by resolution or ordinance by the Board of Commissioners. When a permit fee, escrow, or deposit is based on the cost of construction, the valuation of the subject work shall be the fair market value of all the construction work. The Code Official shall evaluate the accuracy of the estimate both initially and at final completion should changes occur as the work progresses. [Amended 7-14-2009 by Ord. No. 09-1214]
C. Work commencing before permit issuance. Any person who commences any work on a building, structure, or electrical, gas, mechanical or plumbing system before obtaining the required permits shall be subject to a late fee for each required permit. The late fee shall be paid in addition to the required permit fee and shall be paid in an amount equal to the required permit fee up to a maximum of $1,000. [Amended 7-14-2009 by Ord. No. 09-1214]
D. Related fees. The payment of the fee for the construction, alteration, removal or demolition of work done in connection to or concurrently with the work authorized by a building permit shall not relieve the applicant or holder of the permit from the payment of other fees that are prescribed by law. One such fee is a charge of $4.50 as a Uniform Construction Code fee which shall be charged in addition to the payment of other fees upon application for any Building, Plumbing, Electrical or HVAC permit. E. Refunds. The Code Official is authorized to establish a refund policy.
F. Accounting. All fees collected shall be received and accounted for by the Department of Code Enforcement and shall be remitted to the Township Treasurer.
