The Emergency Services Board shall be responsible for and authorized to develop a Disaster Emergency Management Plan for the township and to coordinate such Plan with those of other political subdivisions. The Board shall serve in an advisory capacity to the Board of Commissioners by recommending rules and regulations to the Board of Commissioners for the purpose of implementing such Emergency Management Plan.
