The Town Council, recognizing the existence of abandoned and junk vehicles and vehicles constituting a nuisance in the yards of residences within the town and in open lots and those encroaching upon the rights-of-way of streets, alleys and highways within the town, and the Town Council being desirous to obtain and enforce the removal of such vehicles in order to protect the general welfare of the town and its citizens, the Town Council does hereby and herewith declare such abandoned and junk vehicles to be nuisances.
