It shall be lawful for a rebate of the water charges for such individuals who make use of substantial amounts of water in the operation of a kidney dialysis machine and present to the Clerk-Treasurer of the town a certificate from a doctor holding an unlimited license to practice medicine in the state, which indicates that the individual applying for such rebate is required by his or her physical condition to undergo periodic renal dialysis.
