In the event there is an accumulation of storm water on private property or property owned by the town, the town’s Storm Water Superintendent/Utilities Manager shall be authorized to determine the cause for the accumulation of the water and shall instruct the property owner with respect to the actions required to be taken in order to alleviate the accumulation of the storm water.
