With respect to the construction of a new residence or other building, when a municipality construction authorization is filed with the Area Plan Office by an owner of real estate for the construction of a new residence or other new building, the owner shall contact the town’s Storm Water Superintendent/ Utilities Manager to obtain instructions with respect to the installation of storm water drainage facilities including a proper grassed swale along existing city streets and thoroughfares and the installation of driveway culvert tubes under all driveways constructed in or along the town right-of-way adjacent to any street and thoroughfare.
