(a) In connection with construction contracts to which the City is a party having a value in excess of fifty thousand dollars ($50,000.00), the City and the contractor shall be obligated to exhaust the City's Dispute Resolution and Administrative Claims Process prior to the filing in any court of competent jurisdiction of any claim arising out of the parties' contracts or the work performed thereby.
(b) The City's Dispute Resolution and Administrative Claims Process shall be formulated and adopted by City Council from time to time, in order to facilitate the requirements of this section.
