The Department shall engage in a continuing program to inform and clarify the purposes of this chapter to citizens affected by it, and to guide proprietors and employers in their compliance. The Department shall prepare guidelines for the designation of smoking areas ircluding, but not limited to, the number, size, barrier, ventilation and placement of such areas, and shall encourage proprietors and employers to utilize the guidelines in designating such areas.
