(a) Leasing for Business Occupancy Restriction. No owner, operator or agent shall occupy or allow to be occupied under a rental, lease or other arrangement, any business structure or part thereof which does not comply with all of the provisions of this Commercial Structures Maintenance Code.
(b) Owner. The owner of every building or structure or his or her authorized agent shall be responsible for maintaining such building in a clean, safe and sanitary condition, including all yard areas, walks, driveways and parking lots.
(c) Occupant. The occupant of any building or structure shall be responsible for maintaining in a clean, safe and sanitary condition that part of the premises which he or she occupies and controls but this paragraph shall not operate to relieve the owner of his or her concurrent obligations with respect thereto.
