1480.15 GARAGE SIZE AND LOCATION.
   (a)   No new residential dwelling house shall be erected in the City after the effective date of this section unless it shall have either an attached or detached garage capable of housing at least two automobiles considered to be the standard size automobile of a major United States auto manufacturer, which garage shall have an interior depth of not less than 18 feet and an interior width of not less than 20 feet and a height of not less than eight feet, such interior width and height to be measured from door jamb to door jamb and from floor to top of door, respectively, except that a garage may have two doors each having a width from jamb to jamb of not less than nine feet each. All garages shall consist of having doors that operate, with ease, for the opening and closing required. Garages used for storage of vehicles shall not exceed 15 feet in height.
   (b)   No garage or frame construction shall be positioned so that any portion of it is closer than three feet to the nearest adjacent line.
   (c)   In the event that construction as required by this section is prohibited by other building and land use requirements, regulations and laws of the City, the Board of Zoning Appeals shall be vested with authority to resolve the conflict, if the Board so chooses, in any reasonable fashion.
   (d)   No existing garage shall be demolished or otherwise moved from the premises unless it is replaced, within 180 days from the date of such demolition or removal by a garage which otherwise meets the requirements of this section. This requirement shall not apply in the event that construction required by this section is prohibited by other building and land use requirements, regulations and laws of the City and the Board of Zoning Appeals exercises its discretion not to allow relief from such prohibition.
   (e)   Every garage structure shall be provided with approved electric service, outlets and fixtures, which shall be installed and maintained so as to be free of any potential source of ignition material or any potential source of electrical hazard. Such facilities shall be approved as being adequate to supply the requirements of lighting, appliances, and equipment of the garage.
