Any single family dwelling consisting of more than one floor shall have a minimum first floor habitable floor area of 624 square feet and a minimum second floor area of 624 square feet, in addition to a basement or utility room. The basement shall have a minimum habitable floor area of 450 square feet, or the utility room shall have a minimum floor area of 150 square feet.
