The Building Commissioner is hereby authorized to make or cause to made inspections of all dwellings, structures or premises and all secondary or appurtenant structures to determine whether such structures or premises conform to the provisions of this Housing Code. Such inspections may also be made whenever the Building Commissioner has reasonable cause to believe that a violation of this Code exists therein or thereon, or if a request for such an inspection is made by a state or federal agency.
