(a) The purpose of this chapter is to:
(1) Permit commercial, industrial, and residential development without increasing the flooding of other lands.
(2) Reduce damage to the receiving streams and drainage systems which may be caused by increases in the quantity and/or rate of water discharged from the new development activities, and maintain a high water quality.
(3) Allow for “flow through” storm water without disrupting drainage from upstream properties.
(4) Establish a basis of design for storm water management practices.
(5) Establish a method for the ongoing inspection and maintenance of storm water management systems.
(b) This chapter shall be coordinated with Chapter 1450, “Flood Control,” which reduces on-site damage by controlling construction in flood-prone areas, and with Chapter 1466 “Storm Water Pollution Prevention Plan and Site Development,” which sets guidelines for construction. Where the chapters overlap the most stringent section will apply.
