1460.03 INSPECTION OF FOOD HANDLING ESTABLISHMENTS.
   (a)   The City through its own officers or employees, or through officers, agents or employees of the County Board of Health, shall inspect all buildings and premises used or to be used in whole or in part for the commercial handling, storage, sale, preparation, transmission or disposal of food or food products, and such inspections shall be made under the direction of the Director of Public Service and Properties.
   (b)   The inspections provided for in division (a) hereof shall be made on any and all buildings and premises in which there is, or is to be located any grocery, meat market, butcher shop, fish market, bakery, dairy, restaurant, lunch counter, soda fountain, drug store, pharmacy, tavern, saloon, barroom or other place in which fruit, vegetables, meat, cheese, grain cereals, bread, baked goods of all kinds, milk, butter, ice cream, dairy products or any combination of the foregoing, or any food, refreshment or other substance for human consumption, whether liquid or solid, is or is to be, commercially stored, handled, transmitted, prepared, sold, served or disposed of in any manner.
