The following conditions are hereby declared to be conducive of harboring rats and are hereby declared to be nuisances and are prohibited:
(a) Broken, cracked or defective ceilings, walls, floors or foundations, whether of tile, brick or other materials, in which there are holes or cracks of a size sufficient to permit a rat to pass through;
(b) Material (including rubbish) piled, stored, maintained or kept on any premises into, among or under which rats have burrowed or may burrow;
(c) Buildings, foundations of garages or buildings, appurtenances to buildings, floors, walks or driveways under which rats have burrowed or may burrow;
(d) Portable buildings of any kind, sheds, boxes, crates and material (including rubbish) piled, stored, maintained or kept so that they rest directly upon the ground surface or are less than eight inches above such ground surface;
(e) Garbage containers without watertight sides, bottoms and tightly fitting tops, or underground garbage containers around or under which rats have burrowed or may burrow;
(f) Rubbish or garbage containers resting directly upon the ground surface or less than eight inches above such ground surface, or within six feet of any building;
(g) Feeding of wild or domestic animals, including birds, other than in suitable containers for food, elevated at least 48 inches above ground level;
(h) Concrete or wooden garage floors so broken or defective that rats have burrowed or may burrow under them.
