1448.03 FENCE MAINTENANCE; DEFINITION.
   (a)   All fences permitted under the foregoing regulations or existing prior to the enactment thereof shall be kept painted and maintained in good condition so as not to become unsafe or a nuisance to the detriment of property in the area. All fences must be entirely on owner's property. All fences shall be located, erected and maintained so that all supports are within or facing the interior portion of the property being fenced.
   (b)   This chapter is subject to Section 660.12 of the Codified Ordinances pertaining to barbed wire and electrified fences.
   (c)   As used in this chapter, "fence" means a structure enclosing a yard or part of a yard intended to prevent intrusion from without or straying from within.

   (d)   Posts of supports for all fencing shall extend a minimum of 30 inches below grade and shall be set in concrete.
