Whenever the Building Commissioner finds any gasoline service station to be abandoned within the meaning of this chapter, he or she shall give notice to the owner of record of the premises at his or her last known address to abate such abandoned condition within 60 days either by:
(a) Placing such service station in operation in accordance with the Codified Ordinances of the City.
(b) Adapting and using the building for another building use permitted under the Zoning Ordinance, provided the service station pumps, tanks and signs are removed; or
(c) Razing the service station structure and removing the pumps, tanks and signs.
