Whenever any gasoline service station becomes abandoned, such station shall be presumed to be a nuisance affecting or endangering surrounding property values and to be detrimental to the public health, safety, convenience, comfort, property or general welfare of the City, and shall be abated. "Abandoned" means a failure to operate as a gasoline service station for at least three consecutive months, or where it is not used as a gasoline service station for more than casual or intermittent use for more than three months.
