1406.04 ENFORCEMENT.
   (a)   Commissioner and Inspectors to Enforce. This chapter shall be administered by the Building Commissioner and such inspectors as may from time to time be authorized and appointed, according to ordinances of the City. Neither the Building Commissioner nor any Inspector shall engage in the business of sales, installation or maintenance of electric wiring, electric devices or electric material, either directly or indirectly, neither shall have any financial interest in any such business in the City at any time while holding office.
   (b)   Right of Entry. The Building Commissioner and/or assignee shall have the right during reasonable hours to enter any building in the discharge of his or her official duties, or for the purpose of making any inspection or test of the installation of electrical wiring, electrical devices and/or electric material contained therein, and shall have the authority to cause the turning off of all electrical energy and cut or disconnect in cases of emergency any wire where such electrical energy is dangerous to life or property or may interfere with the work of the Fire Division.
   (c)   Permit Required. No alterations or additions shall be made in the existing wiring of any building, nor shall any building be wired for the placing of any electric lights, motors, heating devices or any apparatus requiring the use of electrical energy, nor shall any alteration be made m the wiring in any building after inspection, without first notifying the Building Commissioner and securing a permit therefor, except minor repair work, such as replacing light switches, fuses, light fixtures and receptacles. Applications for such permit, describing such work, shall be made by the person installing same and the permit, when issued, shall be made to such applicant. This section shall not apply to maintenance and repairs on the premises of a person regularly employing experienced State of Ohio licensed electricians for that purpose.
   (d)   Supplemental Permits and Fees. If upon any inspection provided for in this chapter there shall be found installed any wiring, electric lights, motors, heating devices or any apparatus covering the use of electrical energy, or any alteration for which a permit has not been issued, as provided in division (c) hereof, the Building Commissioner, if such wiring, light, motor, heating device, apparatus or alteration conforms otherwise to the requirements of this Electrical Code, shall issue a supplemental permit covering the same. Before issuing such permit the Building Commissioner shall collect fees as provided in the schedule of fees therefor, which fees shall be calculated as though the corresponding installation had been covered by the original permit, and not as fees for the issuance of a new permit.
   (e)   Inspection. Upon the completion of wiring of any building, it shall be the duty of the person installing the same to notify the Building Commissioner, who shall inspect the installation in the presence of the permit holder within 48 hours of the time such notice is given; if it is found to be fully in compliance with this Electrical Code and does not constitute a hazard to life and property, he or she shall post on the premises a certification that the work has been performed in compliance with the National Electrical Code and that the same may be concealed.
