In case a proposed occupancy is of such special character that it does not require the amount of parking space or loading space herein specified, and such lesser or reduced need is clearly demonstrated to the satisfaction of the Board of Zoning Appeals, the Board may approve a lesser number of parking or loading spaces, but in so doing the Board shall take into full consideration the probabilities of future changes in occupancy and the parking and loading needs thereof, and how such needs will be met.
